Speed, speed, speed. If you find yourself just staring at your screen waiting on something to be constructed or researched, you are not managing your time correctly. If you are rushing you should have your hands full of things to do.
The unit that you intend to rush with determines which buildings you need to construct and in what order. If you plan on rushing with marines then there is obviously no reason to build a reactor. Start by building a supply depot or two, then your barracks, then any additional supply depots if you want them. I usually like to have at least 3 supply depots but some people prefer less.
As you are constructing your buildings you should be gathering additional resources with your scout. You may want to create another scout to gather resources faster. I like to gather resources close to the enemy base first so they do not get them. That probably won't be all of that useful against human players though because base locations will probably be random.
Once the unit that you are going to rush with is trainable, start pumping them out. Manage your resources between units and any additional buildings you want to build. Be sure not to construct any buildings or research any technologies that you do not need. Just remember that you are using all of your resources for a specific task. Once you have a fairly large force, start your rush. As you are attacking the enemy you need to continue pumping out units. If things are in your favor then you should have a victory in your hands.
To sum it up...Be decisive, be quick, be smart. Don't waste time wondering about your next move. Know what you are going to do next. Manage your resources for your specific goal. Don't waste them on anything you do not intend to use. Don't stop training units. Even if you think your force is big enough for the job you should keep training units in preparation for any surprises.

Marine Rush

This is the quickest UNSC Rush and speed is key. Because marines are starting units (once the barracks is built), they aren't that strong individually. If you use this rush, you have to be sure that you use enough units in your first attack. If you don't, your opponent can crush your attempt for quick kill. It takes fewer resources to defend than it does to attack. Keep that in mind when you plan your rush. Make enough units to compensate for any units your opponent may have trained as well as defense turrets that may have been built. If your forces aren't large enough, turrets will thin them out quickly. Even if you destroy all of their units and turrets, you need enough to cause significant damage to their base so that they cannot counter.
Banshee Rush

My favorite unit to rush with is the Banshee. It takes one technology upgrade but it is worth it. Banshees are much stronger than early infantry and have a good advantage over them. Banshees can take down a base much quicker than infantry as well. I pick the Covenant Banshee over the UNSC Hornet because the Hornet takes 2 technologies to create. If you use this rush, know that it is going to take a little longer than a basic infantry unit rush. That being said, you might want to construct defense turrets in anticipation for an enemy infantry rush. You should be able to hold off an enemy rush long enough to get a couple of Banshees out and take care of business.
